Open Letter <\/p>\n To: Mrs. Angela Merkel, Federal Chancellor of Germany<\/strong> <\/p>\n Copy to: Members of the German Bundestag <\/p>\n Members of the German Federal Government <\/p>\n Dear Mrs. Chancellor, <\/p>\n On the eve of your official visit to Azerbaijan and your expected meeting with President Ilham Aliyev, we encourage you to not limit your meeting exclusively to economic cooperation between the two countries, and to raise the issue of the need to respect human rights and common European values in the field of democracy, rule of law and fight against corruption with Azerbaijan\u2019s political leadership. <\/p>\n Your visit will not only be the first historic visit of a German Chancellor to Azerbaijan, but also the first visit of a European leader to a country where antidemocratic snap elections were recently held, in which sweeping falsifications allowed Ilham Aliyev to be re-elected to a fourth presidential term in office increased from five to seven years. By abolishing the two-term presidency limit through constitutional changes that served the interests of his family and assigning his wife Mehriban Aliyeva as the first vice-president of the country, Ilham Aliyev, who himself took over as President from his late father Heydar Aliyev, turned the unitary presidential republic into a kleptocratic monarchy which is based on the principle of utmost nepotism. The absence of prerequisites and opportunities for a democratic change of power increases its pressure on society and strengthens, in the corrupt interests of Azerbaijan\u2019s political elite, the oppression against its own people. <\/p>\n To conceal crimes against its own people, the Azerbaijani authorities not only go beyond repressions against their critics in the country, but also try to whitewash their antidemocratic and corrupt image in the eyes of the world community by bribing European politicians. Recent high-profile revelations have shown that even German politicians such as Mr. Edward Litner and Mrs. Karin Strenz received benefits in exchange for positive assessments of the totally rigged elections in Azerbaijan, and also helped prevent the adoption of negative reports indicating the presence of a large number of political prisoners in the country. <\/p>\n Government critics and corruption whistleblowers face the risk of physical reprisals and the threat of being arrested on trumped-up charges every day. Today, arrests of journalists and human rights defenders, shutdown of independent and opposition media, ban of activities of independent local and international NGOs, blocking of news sites, and violation of the freedom of movement of journalists, human rights defenders and oppositionists are becoming chilling realities of the sociopolitical life in the country. The systematic crackdown carried out by the authorities is reflected in the presence of over one hundred political prisoners behind bars, among whom there are a number of media representatives. <\/p>\n Relatives of government critics are also turning into victims or hostages of the regime. Most recently, the Azerbaijani authorities murdered my 71-year-old mother Firangiz Huseynova in the hospital through the aid of doctors. My mother was under constant psychological pressure from the authorities due to politically-motivated persecution of her sons, me, who has spent the past 3 years in forced exile, and my arrested brother Mehman Huseynov, a well-known anti-corruption journalist and human rights defender who has been held in prison for more than the past 17 months. Having taken our mother to the hospital and deprived her of life, the authorities took revenge on us for our human rights and journalistic activities and sent a chilling message to the Azerbaijani society about what danger awaits critics and their families. In similar circumstances, through the aid of \u2018assassins in white coats\u2019, journalist and human rights defender Rasim Aliyev was deprived of life in August 2015 and prominent critical writer and social commentator Rafig Tagi in 2013. <\/p>\n Over the past years, government repressions against dissident critics have increasingly started to go beyond the borders of Azerbaijan. In the last three years and in the territory of Germany alone, the Azerbaijani authorities tried, with the aid of their secret services and criminal groups controlled by them, to liquidate journalists Emin Milli, Habib Muntazir and Tural Sadigli, who continued to inform the Azerbaijani society from exile about the lawlessness and corruption on the part of the Aliyev regime. <\/p>\n Another government critic and former Azerbaijani MP Huseyn Abdullayev, who was granted political asylum in Germany in 2013, was illegally detained in Turkey at the request of the Azerbaijani authorities and, in a matter of hours and in violation of international, European, German and Turkish legislations, was deported to Azerbaijan where he was placed in custody and tortured. Zeynab Abdullayeva, 78-year-old elderly mother of Huseyn Abdullayev whom the latter visited on the fateful trip to Turkey, was also subjected to politically-motivated persecution upon her return to Azerbaijan. The elderly woman was made a participant in a politically-motivated criminal case launched against her son and was put under house arrest. <\/p>\n It is impossible to list the names of all victims of repression and all crimes of the corrupt regime in one letter, since only one report on corrupt practices in the Council of Europe with a primary focus on illegal lobbying aimed at concealing the crimes of the Azerbaijani authorities exceeds 200 pages. However, you can get exhaustive information on the state of human rights and democracy in the country if you decide to meet with independent representatives of civil society during your visit to Azerbaijan. <\/p>\n Today, trying in every possible way to garner political and financial support from European countries, the Azerbaijani authorities tirelessly assure them that Azerbaijan is committed to ensuring the energy security of Europe, while forgetting their obligations regarding human rights, democracy and fight against corruption. Against the backdrop of a support through multimillion-dollar loans given to Azerbaijan\u2019s energy projects aimed at diversifying Europe\u2019s energy resources, the country\u2019s civil society does not receive any due support from European partners, such as Germany in particular, or the European Commission as a whole. R\u00e9cemment, les autorit\u00e9s de l’Azerba\u00efdjan ont tu\u00e9, dans un h\u00f4pital de Bakou, par les mains des m\u00e9decins, ma m\u00e8re, Frangiz Huseynov, \u00e2g\u00e9e de 71 ans, qui \u00e9tait sous pression morale constante des autorit\u00e9s \u00e0 cause de la pers\u00e9cution politiquement motiv\u00e9e de ses fils \u2013 je, Emin Huseynov, forc\u00e9 de vivre en exil politique les 3 derni\u00e8res ann\u00e9es et mon fr\u00e8re – le c\u00e9l\u00e8bre journaliste anti-corruption et militant des droits de l’homme, Mehman Huseynov, qui est emprisonn\u00e9 depuis plus de 17 mois. Le r\u00e9gime, qui a caus\u00e9 la hospitalisation de notre m\u00e8re et l\u2019a priv\u00e9 de sa vie, nous a pris sa revanche pour notre travail dans le domaine de droits de l’homme et des activit\u00e9s journalistiques. Ces actions ont montr\u00e9 un exemple terrifiant \u00e0 la soci\u00e9t\u00e9 azerba\u00efdjanaise, le message \u00e9tant le danger qu\u2019attendent les critiques eux-m\u00eames et leurs familles. Dans des conditions similaires et par l\u2019intervention des meurtriers en blanche, le journaliste et militant des droits de l’homme, Rasim Aliyev, en Ao\u00fbt 2015, et l\u2019\u00e9crivain bien connu, critique et publiciste Rafig Tagi, en 2013 ont perdu leur vies. <\/p>\n Au cours des derni\u00e8res ann\u00e9es, la r\u00e9pression des autorit\u00e9s contre les d\u00e9tracteurs a de plus en plus sorti au-del\u00e0 des fronti\u00e8res de l’Azerba\u00efdjan. Ilham Aliyev hat selbst die Macht von seinem Vater,\u202fHeydar Aliyev, dem\u202fverstorbenen Expr\u00e4sidenten Aserbaidschans, \u00fcbernommen\u202fund hat de facto die Pr\u00e4sidialrepublik in eine kleptokratische Monarchie umgewandelt, zu deren Grundlage das Prinzip des Maximalnepotismus geh\u00f6rt. <\/p>\n Da es keine Voraussetzungen und M\u00f6glichkeiten f\u00fcr einen demokratischen Regierungswechsel gibt, verst\u00e4rkt\u202fsie ihren Druck auf die Gesellschaft und auf\u202fdas Volk\u202fim Namen der korrupten Interessen der politischen Elite Aserbaidschans. <\/p>\n Heutzutage f\u00fchrt die aserbaidschanische Regierung Repressionen gegen\u202fdie\u202fRegimekritiker im Land durch\u202fund versucht zudem durch\u202fBestechung der europ\u00e4ischen Politiker,\u202fihr antidemokratisches und korruptes Image gegen\u00fcber der Weltgesellschaft ins positive Licht zu r\u00fccken. <\/p>\n Die j\u00fcngsten Enth\u00fcllungen zeigten, dass sogar einige deutsche Politiker, wie Herr Eduard Lintner und Frau Karin Strenz gegen Entgelt die total gef\u00e4lschte Wahl positiv bewertet haben und dabei mitgewirkt haben sollen, dass die Berichte \u00fcber die zahlreichen politischen Gefangenen im Land abgelehnt wurden. <\/p>\n Die Regimekritiker und Korruptionsaufdecker\u202flaufen\u202ft\u00e4glich\u202fGefahr einer k\u00f6rperlichen\u202fGewalt und\u202feiner Inhaftierung\u202faufgrund der gef\u00e4lschten\u202fBeschuldigungen. Heutzutage werden die\u202fVerhaftungen\u202fder Journalisten und Menschenrechtsverteidiger, Aufl\u00f6sungen der unabh\u00e4ngigen und opposition\u00e4ren Medien,\u202fBerufsverbote\u202fder unabh\u00e4ngigen lokalen und internationalen NGOs, Sperrungen der Nachrichten-Websites, Verletzungen der Verkehrsfreiheiten der Journalisten, Menschenrechtsverteidiger und Opposition\u00e4re zur gruseligen Realit\u00e4t des sozialpolitischen Lebens im Land. Die systematischen Repressionen seitens der Macht resultierten in \u00fcber 100 politische Verfahren bzw. in 100 politische Gefangene, darunter auch viele Medienvertreter, die sich derzeit in den Gef\u00e4ngnissen befinden. <\/p>\n Zu Opfern und Geiseln des Regimes werden auch die Verwandten der Regimekritiker.\u202fVor kurzem wurde in einem Krankenhaus meine 71-j\u00e4hrige Mutter, Franhiz Huseynova,\u202fdurch das Regime Aserbaidschans mithilfe von \u00c4rzten umgebracht. Meine Mutter stand wegen politischer Verfolgung ihrer S\u00f6hne unter dem st\u00e4ndigen moralischen Druck des Regimes. Ich lebe seit drei Jahren gezwungenerma\u00dfen im politischen Exil und mein Bruder Mehman Huseynov, der bekannte Aufdecker-Journalist und Verteidiger der Menschenrechte befindet sich \u00fcber 17 Monaten\u202fim Gef\u00e4ngnis.\u202f <\/p>\n Die Regierung hat unsere Mutter krank gemacht und hat ihr letztendlich das Leben genommen. So hat sich das Regime f\u00fcr unsere Menschenrechtsverteidigung und Journalismus ger\u00e4cht und hat damit der aserbaidschanischen Gesellschaft ein furchterregendes Beispiel gezeigt, was einen und seine Familienmitglieder f\u00fcr die Kritik erwartet. Nach \u00e4hnlichem Muster wurden mithilfe von M\u00f6rdern \u201ein wei\u00dfen Kitteln\u201c im August 2015 der Journalist und Verteidiger der Menschenrechte Rasim Aliyev und 2013 der bekannte Kritiker und Schriftsteller Rafik Tagi umgebracht. <\/p>\n In den letzten Jahren werden Repressionen gegen andersdenkenden Regimekritiker nicht nur auf dem Territorium Aserbaidschans durchgef\u00fchrt. In den letzten drei Jahren versuchte die aserbaidschanische Regierungsmacht mithilfe von Sonderdiensten und von ihr kontrollierten kriminellen Gruppen, die Journalisten Emin Milli, Habib Muntezir und Turala Sadygly zu\u202fliquidieren.\u202f Diese Journalisten haben sogar aus dem Exil fortgesetzt, die aserbaidschanische Gesellschaft \u00fcber den grenzenlosen Machtmissbrauch des Aliyevs Regimes, und zwar \u00fcber deren Willk\u00fcr und Korruption, zu informieren. <\/p>\n Ein anderer Regierungskritiker Husein Abdulayev \u2013 ein Ex-Abgeordneter des aserbaidschanischen Parlaments, der 2013 das politische Asyl in Deutschland bekommen hat, wurde nach Aufforderung der aserbaidschanischen Regierungsmacht in der T\u00fcrkei festgenommen. Er wurde innerhalb wenigen Stunden im Widerspruch zum internationalen, europ\u00e4ischen, deutschen und t\u00fcrkischen Recht nach Aserbaidschan ausgeliefert, wo er inhaftiert wurde und derzeit gefoltert wird. Zeinab Abdulayeva, die 78-j\u00e4rige Mutter vom Husein Abdulayev, die er w\u00e4hrend seiner verh\u00e4ngten T\u00fcrkei-Reise besucht hat, wurde nach ihrer R\u00fcckkehr nach Aserbaidschan politisch verfolgt. Die \u00e4ltere Frau wurde als Beteiligte in einem politisch motivierten unrechtm\u00e4\u00dfigen – gegen ihren Sohn eingeleiteten – Verfahren, genannt und wurde unter Hausarrest gestellt. <\/p>\n Es w\u00e4re unm\u00f6glich, alle Repressionsopfer und alle Verbrechen der korrupten Regierung in einem Brief aufzuz\u00e4hlen. Allein der an den Europ\u00e4ischen Rat gerichtete Bericht \u00fcber die Korruption, der das gesetzeswidrige Lobbying zu Zwecken der Verbergung von Verbrechen der aserbaidschanischen Regierung beschreibt, betr\u00e4gt 200 Seiten. Sie behauptet unerm\u00fcdlich, dem Weg zur Energiesicherheit Europas treu zu sein, vergisst aber auf ihre Verpflichtung in Hinsicht auf die Menschenrechte, Demokratie und Korruptionsbek\u00e4mpfung dabei. <\/p>\n Die Energieprojekte Aserbaidschans werden mit Milliardenkrediten, die auf die Diversifizierung der Energieressourcen Europas ausgelegt sind, unterst\u00fctzt. Die Zivilgesellschaft Aserbaidschans sp\u00fcrt aber keine Unterst\u00fctzung seitens der europ\u00e4ischen Partner wie Deutschland, im Einzeln, oder der Europ\u00e4ische Kommission, im Ganzen. Trotz Milliardeneinkommen und W\u00e4hrungseinnahmen vom Erd\u00f6l- und Erdgasverkauf ist das Lebensniveau der Bev\u00f6lkerung – bedingt durch Korruption und Mangel an der Staatverwaltung \u2013 sehr niedrig. <\/p>\n Die Regierung und das Parlament Deutschlands haben es vor, eine Kreditgarantie in H\u00f6he von 1,2 Mlrd. Euro f\u00fcr das Projekt des S\u00fcdlichen Gaskorridors zu gew\u00e4hren, \u00fcber welchen 1,5 Mlrd. Kubikmeter Gas aus Aserbaidschan an die europ\u00e4ischen Staaten, einschl.
