AZERBAIJANI AUTHORITIES MUST REFUSE MEDIEVAL INQUISITION METHODS AGAINST DISSIDENTS AND START FULLY COMPLYING WITH THE COUNCIL OF EUROPE STANDARDS<\/p>\n\n\n\n

The Institute for Reporters’ Freedom and Safety (IRFS) condemns the Azerbaijani authorities for the trumped-up arrest of blogger Eyvaz Yahyaoglu on charges of insubordination to the police and calls for his immediate release.<\/p>\n\n\n\n
Detained by the police on May 9, 2022, blogger Eyvaz Yahyaoglu, who mainly covers bureaucratic lawlessness and publicizes violations of social and civil rights of citizens in rural areas, was tortured at the district police department. It is obvious that he was forced to remove all reports from his \u015eirvan Tv Eyvaz Elo\u011flu channel. The blogger, illegally detained at the police station, was sentenced the next day (May 10, 2022) to 28 days of administrative arrest. Shortly before his detention, he received threats from state officials with demands to stop criticizing the authorities.<\/p>\n\n\n\n\n\n\n\n
“The case with the arrest of Eyvaz Yahyaoglu, as before, proceeds according to the classical methodology of political persecution of a critic disliked by the authorities,” believes Emin Huseynov, Executive Director of the IRFS. “Most recently, on April 21, 2022, well-known blogger and activist Bakhtiyar Hajiyev was kidnapped by a group of masked people, probably officers of the Azerbaijani security forces. Under torture and humiliation, he was forced to remove critical materials about the arbitrariness at Azerbaijan’s Ministry of Internal Affairs. The shocking murder of journalist Avaz Shikhmammadov (a.k.a. Avaz Hafizli) committed 2 months ago, the recent blatant armed attack on journalist Ayten Mammadova, more and more frequent the threats by officials against investigative journalists, recent acts of violence against imprisoned journalists Polad Aslanov and Elchin Mammad, brutal attacks on bloggers living in political exile in several European countries, indicate that the Azerbaijani authorities have started a new campaign of reprisals against their critics, which will certainly continue and become tougher in the near future,’ summarized E. Huseynov.<\/p>\n\n\n\n
The IRFS calls on Secretary-General of the Council of Europe Marija Pej\u010dinovi\u0107 Buri\u0107, the Council’s Commissioner for Human Rights Dunja Mijatovi\u0107, co-rapporteurs of the Monitoring Committee of the Parliamentary Assembly of the Council of Europe (PACE) Stefan Schennach and Ian Liddell-Grainger, and PACE General Rapporteur on Freedom of the Media and Safety of Journalists Mogens Jensen to condemn the authorities for this new wave of repression and demand from them the release of all the detained and imprisoned journalists and end impunity for crimes against public critics.<\/p>\n\n\n\n
The IRFS also calls on the Azerbaijani authorities to observe and implement all the provisions of the European Convention on Human Rights within the framework of the country’s commitments and obligations as a member of the Council of Europe, including fully and irreproachably ensuring freedom of information, freedom of the press and freedom of expression in the country. The IRFS calls on the Azerbaijani authorities to immediately release from prison journalists Polad Aslanov, Afgan Sadigov, Bahruz Aliyev, bloggers Aslan Gurbanov, Elvin Isayev, and Magsud Mahmudov, as well as opposition public figure Ali Aliyev, who was convicted on defamatory charges for his interview with a political exile, independent journalist Sevinj Osmangizi.<\/p>\n\n\n\n
The IRFS calls on the Azerbaijani authorities to fully decriminalize defamation, end the politically motivated illegal prosecution of critics, and completely stop the practice of threatening journalists, while guaranteeing them a safe environment to continue their professional activities.<\/p>\n\n\n\n
