AZERBAIJANI AUTHORITIES SHOULD FLAWLESSLY OBSERVE THE CONSTITUTION AND THE EUROPEAN CONVENTION ON HUMAN RIGHTS AND ENSURE THE IMPLEMENTATION OF FUNDAMENTAL RIGHTS AND FREEDOMS<\/p>\n\n\n\n
The Institute for Reporters’ Freedom and Safety (IRFS) condemns the Azerbaijani authorities for the forceful dispersal of a peaceful rally in the center of the country’s capital Baku held by a group of public activists in protest against acts of physical violence and death threats against journalists and human rights activists that have become more frequent since the beginning of this year.<\/p>\n\n\n\n
The peaceful rally held on May 14, 2022, with the participation of about 150 protesters was subjected to inappropriately brutal violence by the police force. Even though about 50 protesters who had been illegally detained during the rally were released from police stations a couple of hours later, many of the detainees faced severe physical violence, insults, and humiliation. For the first time, detained female activists were subjected to deliberate forceful sexual pressure by male police officers.<\/p>\n\n\n\n
Human rights activists Javid Nabiyev, Rufat Safarov, Zaur Akbar, journalists Fatima Movlanli, Nurlan Gahramanli, Roya Rafiyeva, and Gulnaz Gambarli received injuries of varying severity.<\/p>\n\n\n\n
A few hours before the start of the rally, people in civilian clothes, who were probably employees of the special services, without presenting any IDs illegally detained the rally’s organizers — activists Aziz Mamiyev, Ilkin Rustamzadeh, Mehman Huseynov, Fuad Ahmadli, Ulvi Hasanli, Ruslan Izzetli, and Fikret Jafarli. These detainees were taken tens sometimes even hundreds of kilometers away from the capital, after which they were released in deserted places.<\/p>\n\n\n\n
The police also used violence against journalists covering the action, deliberately breaking and disabling some of their photo and video equipment.<\/p>\n\n\n\n
The IRFS believes that the illegal forceful suppression of a peaceful protest by the Azerbaijani authorities is a gross violation not only of the country’s constitution and its laws but also of many of the fundamental provisions of the European Convention on Human Rights.<\/p>\n\n\n\n
The IRFS calls on the authorities of the country to fully ensure the freedom of expression, assembly, and association in Azerbaijan and conduct a thorough investigation, identifying and punishing all those involved in the violence against journalists and human rights activists committed both during the action itself and in all recent cases. These latter ones include the murder of journalist Avaz Shikhmammadov (a.k.a. Avaz Hafizli), torture and kidnapping of activist Bakhtiyar Hajiyev, armed attack on journalist Ayten Mammadova, and threats to other investigative journalists well-known in Azerbaijan.<\/p>\n\n\n\n
