IRFS CALLS FOR IMMEDIATE RELEASE OF BAKHTIYAR HAJIYEV AND WITHDRAWAL OF ALL POLITICALLY MOTIVATED CHARGES AGAINST HIM<\/strong><\/p>\n\n\n\n

The Institute for Reporters’ Freedom and Safety (IRFS) strongly condemns the Azerbaijani authorities for levying new unjust and politically motivated charges against the well-known Azerbaijani human rights defender and social activist, head of the Public Policy Institute, Bakhtiyar Hajiyev, and calls on the leadership of Azerbaijan to release him immediately.<\/p>\n\n\n\n

Bringing against Hajiyev, who has been imprisoned since 9 December 2022<\/a> on trumped-up charges of hooliganism, new charges related to receiving grants <\/a>from the European Endowment for Democracy (EED) once again proves that the persecution by the ruling authoritarian regime has political motives.<\/p>\n\n\n\n

The law enforcement agencies of Azerbaijan, fulfilling the political order of the country’s leadership, regarded receiving grants from Western donors for implementing public projects as illegal entrepreneurship, money laundering and smuggling and brought politically motivated charges. The human rights activist could face a prison sentence of more than 10 years if convicted.<\/p>\n\n\n\n

“The new accusations against Bakhtiyar Hajiyev are a serious signal of the next round of increased repression against the remnants of civil society and independent voices in Azerbaijan,” says Emin Huseynov, Executive Director of the IRFS. “European institutions such as the European Commission, the European Council and the European Parliament should immediately send a strong appeal to the Azerbaijani authorities about the unacceptability of political charges against Hajiyev and demand for his immediate release. If the authorities do not stop the shameful absurd persecution of Bakhtiyar Hajiyev, the next targets of the regime in the coming months will be other human rights defenders and activists who are carrying out their activities in Azerbaijan with the support of EED and other Western donors,” summed up Emin Huseynov.<\/p>\n\n\n\n

The IRFS also calls on Secretary General of the Council of Europe Marija Pej\u010dinovi\u0107 Buri\u0107 and Commissioner for Human Rights of the Council of Europe Dunja Mijatovi\u0107 to demand from the Azerbaijani government to stop the criminal prosecution of Bakhtiyar Hajiyev and release him immediately.<\/p>\n\n\n\n

The IRFS reminds that Bakhtiyar Hajiyev, a graduate of the John F. Kennedy School of Government at Harvard University, was systematically subjected to repressive pressure by the Azerbaijani authorities for his human rights and public activities. In 2011, he was sentenced to two years in prison and recognized by the international community as a prisoner of conscience. In recent years, Bakhtiyar Hajiyev was repeatedly subjected to physical pressure and torture by law enforcement agencies. In his most recent abduction<\/a> in May 2022, he endured torture and degrading treatment, including being beaten, and urinated upon by his captors, while being filmed, with threats of further sexual assault and murder if he did not cease his criticism of the authorities.<\/p>\n\n\n\n

The IRFS believes that the life of imprisoned Bakhtiyar Hajiyev is in danger and therefore calls on the Azerbaijani authorities for his immediate release.<\/p>\n\n\n\n
