The Institute for Reporters’ Freedom and Safety (IRFS) strongly condemns the Azerbaijani authorities for their arbitrary and politically motivated arrest of Gubad Ibadoglu<\/a>, a prominent anti-corruption expert, and urges for his immediate release.<\/p>\n\n\n\n

Professor of Economy Dr. Gubad Ibadoglu, a brave critic of kleptocracy and nepotism, was detained on July 23 in Baku, Azerbaijan’s capital, shortly after returning from a two-year tenure as a senior visiting fellow at the London School of Economics<\/a> in the UK. In May 2020, he launched the YouTube channel B\u0130Z TV<\/a>, where he, along with other experts, daily exposed Azerbaijan’s socio-economic problems and criticized the issues with inefficient public administration. Additionally, since 2018, Ibadoglu has been an expert at the independent news agency Turan, contributing monthly analytical reviews on problems in Azerbaijan’s economy. He also played a leading role in the opposition “Azerbaijan Party of Democracy and Welfare.”<\/p>\n\n\n\n

Shortly before returning to Azerbaijan, Ibadoglu, together with his associates, established the <\/a>Azerbaijani Youth Education Foundation<\/a> in London<\/a>, which was supposed to return assets stolen through corruption and send them to support civil initiatives in order to train abroad representatives of Azerbaijani youth.<\/p>\n\n\n\n

\u201cI am sure that it was this new anti-corruption initiative on returning assets the political elite stole and accumulated in the West that became the main reason for his politically motivated persecution,\u201d said Emin Huseynov, Executive Director of the IRFS. \u201cGubad Ibadoglu, who actually has lived and worked abroad since 2015, first in the US and then in the UK, throughout all these years has consistently criticized the government of Azerbaijan for the illegal laundering of several billion euros through Danske Bank<\/a> to foreign offshore; for using illegally laundered money to buy movable property and real estate in the West; as well as bribing politicians to advance their interests; for corruption schemes in multibillion-dollar state purchases for the transport, industrial and energy infrastructure of Azerbaijan; as well as for the lack of transparency in the extractive industry of Azerbaijan<\/a>. Ibadoglu has repeatedly criticized<\/a> personally the President of Azerbaijan for the misuse of more than 1 billion dollars to buy expensive aircrafts from Boeing<\/a> and Airbus corporations using state funds that were used to serve the personal pursuits of President Ilham Aliyev and his wife, First Vice President of Azerbaijan Mehriban Aliyeva. Without calling him by his name, Ilham Aliyev publicly spoke unflatteringly and referred to Ibadoglu as a pseudo expert and was clear in his statement that sooner or later he would punish such provocative critics abroad<\/a> by bringing them to Azerbaijan.\u201d<\/p>\n\n\n\n

\u00abGiven the circumstances of the arrest, it can be stated that Aliyev kept his promises\u00bb, Huseynov summed up.<\/p>\n\n\n\n

After a thorough examination of the circumstances surrounding Dr. Gubad Ibadoglu’s detention, which involved disturbing incidents of violent treatment and inhumane conditions, baseless allegations of involvement in a counterfeit currency scheme as part of an organized group, multiple violations of due process during the investigation, and a deliberate disinformation campaign in pro-government media linking Ibadoglu to the Turkish preacher Fethullah G\u00fclen<\/a> (currently living in exile in the US), the Institute for Reporters’ Freedom and Safety (IRFS) firmly asserts that the arrest of Gubad Ibadoglu was a fabricated and politically motivated act. The intention behind this unjust arrest appears to be a flagrant attempt at political repression and the silencing of a well-known critic, who has courageously blown the whistle on corruption within the current presidency of Ilham Aliyev.<\/p>\n\n\n\n

IRFS believes that the Azerbaijani government’s illegal actions against Gubad Ibadoglu have flagrantly violated the European Convention on Human Rights. In this regard, IRFS calls on Secretary General of the Council of Europe Marija Pej\u010dinovi\u0107 Buri\u0107, Council of Europe Commissioner for Human Rights Dunja Mijatovi\u0107, President of the Parliamentary Assembly of the Council of Europe Tiny Kox as well as the co-rapporteurs of the Monitoring Committee, Ian Liddell-Grainger<\/a> and Lise Christoffersen<\/a>, and the rapporteur of the PACE Legal Affairs Committee, Hanna Bardell<\/a>, to condemn the arbitrary repressive actions of the government and demand the immediate release of Gubad Ibadoglu.<\/p>\n\n\n\n

Gubad Ibadoglu, professeur d’\u00e9conomie et critique courageux de la kleptocratie et du n\u00e9potisme, a \u00e9t\u00e9 arr\u00eat\u00e9 le 23 juillet \u00e0 Bakou, capitale de l’Azerba\u00efdjan, peu apr\u00e8s son retour d’un s\u00e9jour de deux ans en tant que chercheur invit\u00e9 \u00e0 la London School of Economics au Royaume-Uni. Peu avant son retour en Azerba\u00efdjan, Ibadoglu a cr\u00e9\u00e9, avec ses associ\u00e9s, la Fondation pour l’\u00e9ducation de la jeunesse azerba\u00efdjanaise \u00e0 Londres, qui \u00e9tait cens\u00e9e restituer les actifs vol\u00e9s via la corruption et les utiliser pour soutenir des initiatives civiles afin de former \u00e0 l’\u00e9tranger des repr\u00e9sentants de la jeunesse azerba\u00efdjanaise.<\/p>\n\n\n\n

“Je suis certain que c’est cette nouvelle initiative anti-corruption visant \u00e0 restituer les biens que l’\u00e9lite politique a vol\u00e9s et accumul\u00e9s en Occident qui est devenue la principale raison de sa pers\u00e9cution pour des motifs politiques”, a d\u00e9clar\u00e9 Emin Huseynov, directeur ex\u00e9cutif de l’IRFS. “Gubad Ibadoglu, qui vit et travaille \u00e0 l’\u00e9tranger depuis 2015, d’abord aux \u00c9tats-Unis puis au Royaume-Uni, n’a cess\u00e9 pendant toutes ces ann\u00e9es de critiquer le gouvernement azerba\u00efdjanais pour le blanchiment ill\u00e9gal de plusieurs milliards d’euros par l’interm\u00e9diaire de la Danske Bank \u00e0 l’\u00e9tranger ; d’utiliser l’argent ill\u00e9galement blanchi pour acheter des biens mobiliers et immobiliers en Occident, de corrompre des hommes politiques pour promouvoir leurs int\u00e9r\u00eats, de mettre en place des syst\u00e8mes de corruption dans le cadre d’achats publics de plusieurs milliards de dollars pour les infrastructures de transport, d\u2019industrie et d\u2019\u00e9nergie de l’Azerba\u00efdjan, ainsi que de manquer de transparence dans l’industrie extractive de l’Azerba\u00efdjan. M. Ibadoglu a critiqu\u00e9 \u00e0 plusieurs reprises le pr\u00e9sident de l’Azerba\u00efdjan pour l’utilisation abusive de plus d’un milliard de dollars pour acheter des avions co\u00fbteux aux soci\u00e9t\u00e9s Boeing et Airbus avec les fonds publics qui ont \u00e9t\u00e9 ensuite utilis\u00e9s pour servir les int\u00e9r\u00eats personnels du pr\u00e9sident Ilham Aliyev et de son \u00e9pouse, premi\u00e8re vice-pr\u00e9sidente de l’Azerba\u00efdjan, Mehriban Aliyeva. Sans l’appeler par son nom, Ilham Aliyev a tenu publiquement des propos peu flatteurs et a qualifi\u00e9 M. Ibadoglu de pseudo-expert. Il a clairement d\u00e9clar\u00e9 que t\u00f4t ou tard, il punirait de tels critiques provocateurs \u00e0 l’\u00e9tranger en les ramenant en Azerba\u00efdjan”.<\/p>\n\n\n\n

“Compte tenu des circonstances de l’arrestation, on peut affirmer qu’Aliyev a tenu ses promesses”, a r\u00e9sum\u00e9 monsieur Huseynov.<\/p>\n\n\n\n

Apr\u00e8s un examen approfondi des circonstances entourant la d\u00e9tention du Dr. Gubad Ibadoglu, qui comprenaient des incidents troublants de traitements violents et de conditions inhumaines, des all\u00e9gations – sans fondement – d’implication dans un syst\u00e8me de fausse monnaie en tant que membre d’un groupe organis\u00e9, de multiples violations des droits de la d\u00e9fense au cours de l’enqu\u00eate, et une campagne de d\u00e9sinformation d\u00e9lib\u00e9r\u00e9e dans les m\u00e9dias pro-gouvernementaux liant M. Ibadoglu au pr\u00e9dicateur turc Fethullah G\u00fclen (qui vit actuellement en exil aux Etats-Unis), Institute for Reporters\u2019 Freedom and Safety(IRFS) affirme fermement que l’arrestation de Gubad Ibadoglu a \u00e9t\u00e9 fabriqu\u00e9e de toutes pi\u00e8ces et motiv\u00e9e par des consid\u00e9rations politiques. L’intention derri\u00e8re cette arrestation injuste semble \u00eatre une tentative flagrante de r\u00e9pression politique et de r\u00e9duction au silence d’un critique bien connu, qui a courageusement d\u00e9nonc\u00e9 la corruption au sein de l’actuelle pr\u00e9sidence d’Ilham Aliyev.<\/p>\n\n\n\n

L’IRFS estime que les actions ill\u00e9gales du gouvernement azerba\u00efdjanais \u00e0 l’encontre de Gubad Ibadoglu constituent une violation flagrante de la Convention europ\u00e9enne des droits de l’homme. A cet \u00e9gard, l’IRFS fait appel \u00e0 la Secr\u00e9taire G\u00e9n\u00e9rale du Conseil de l’Europe Marija Pej\u010dinovi\u0107 Buri\u0107, au Commissaire aux droits de l’homme du Conseil de l’Europe Dunja Mijatovi\u0107, au Pr\u00e9sident de l’Assembl\u00e9e parlementaire du Conseil de l’Europe Tiny Kox ainsi qu’aux co-rapporteurs de la Commission de suivi, Ian Liddell-Grainger et Lise Christoffersen, et le rapporteur de la Commission des questions juridiques de l’APCE, Hanna Bardell, pour condamner les actions r\u00e9pressives arbitraires du gouvernement et exiger la lib\u00e9ration imm\u00e9diate de Gubad Ibadoglu.<\/p>\n\n\n\n
