[vc_row][vc_column][vc_column_text]The Azerbaijani Exiled Civic Coalition (AZEX), represented by the Institute for Human Rights (IHR) and the Institute for Reporters Freedom and Safety (IRFS), condemns the Azerbaijani authorities for expelling from Azerbaijan a short-term observer of the OSCE\/ODIHR mission, Swiss parliamentarian Nik Gugger, and considers this step to be integral part of a large-scale campaign of denigration and demonization of international organizations that demand that Azerbaijan comply with its obligations in the field of ensuring democracy and respecting human rights in the country.
\nThe IHR and IRFS are shocked by the ongoing politically motivated persecution of representatives of civil society in Azerbaijan, especially in the run-up to the elections. As a result: the famous trade union activist Elvin Mustafayev was sentenced to 3 years in prison; blogger Rashad Ramazanov was sentenced to 5 years and 4 months in prison; social activist and blogger Arzu Sayadoglu was kidnapped by the State Security Service and brought as a defendant in a criminal case.
\nThe intimidation organized by the authorities through controlled media is of particular concern as non-governmental civil organizations specializing in monitoring elections are presented as illegal entities whose activities are directed against the state interests of Azerbaijan. Thus, a campaign of harassment has been launched against Anar Mammedli, winner of the Vaclav Havel Prize awarded to him by the Parliamentary Assembly of the Council of Europe, in which he is accused of receiving illegal funding in the run-up to the elections with the aim of deliberately discrediting the presidential elections.
\nAZEX is concerned about the insufficiently critical preliminary assessment of the pre-election situation and sees the OSCE\/ODIHR interim report as a compromise option that would not irritate the authorities.
\nAZEX is also concerned about the lack of a proper reaction from the OSCE\/ODIHR observation mission to the actual deportation from the country of a Swiss parliamentarian who was accredited by the Central Election Commission of Azerbaijan as a short-term ODIHR observer.
\nDespite the fact that Nik Gugger had accreditation and was nominated by the Swiss Ministry of Foreign Affairs, he was subjected to demonstrative deportation under the pretext of membership in the Parliamentary Assembly of the Council of Europe.
\n\u201cThe above actions are the actual political arbitrariness of the Azerbaijani authorities, they challenge the Parliamentary Assembly of the Council of Europe in response to the just suspension of the powers of the Azerbaijani delegation to PACE, starting on January 24, 2024, for systematic violations of human rights and the country\u2019s disregard towards its obligations to the Council of Europe,\u201d – said co-chairman of AZEX Emin Huseynov.
\n\u201cDespite the fact that the Parliamentary Assembly of the Council of Europe is deprived of the legal right to observe elections in a member country of the Council of Europe, such as Azerbaijan, PACE should publicly condemn the actions of the authorities regarding the deportation of Swiss parliamentarian Nik Gugger from the country, as well as the repression launched by the authorities against civil society,\u201d concluded Huseynov.
\nAZEX also calls on ODIHR Director Matteo Mecacci, OSCE Secretary General Helga Schmid, Secretary General of the OSCE Parliamentary Assembly Roberto Montella and President of the OSCE Parliamentary Assembly Pia Kauma to speak out in support of the Swiss parliamentarian illegally expelled from the country and not to give the Azerbaijani authorities the opportunity to use the OSCE as a political tool for whitewashing the obviously undemocratic presidential elections in Azerbaijan.<\/p>\n

\nL’IHR et l’IRFS sont choqu\u00e9s par la pers\u00e9cution continue, motiv\u00e9e par des raisons politiques, contre les repr\u00e9sentants de la soci\u00e9t\u00e9 civile en Azerba\u00efdjan, en particulier \u00e0 l’approche des \u00e9lections. R\u00e9sultat : le c\u00e9l\u00e8bre militant syndical Elvin Mustafayev a \u00e9t\u00e9 condamn\u00e9 \u00e0 3 ans de prison ; le blogueur Rashad Ramazanov a \u00e9t\u00e9 condamn\u00e9 \u00e0 5 ans et 4 mois de prison ; le militant social et blogueur Arzu Sayadoglu a \u00e9t\u00e9 kidnapp\u00e9 par les services de s\u00e9curit\u00e9 de l’\u00c9tat et traduit en justice dans une affaire p\u00e9nale.
\nLes intimidations organis\u00e9es par les autorit\u00e9s \u00e0 travers des m\u00e9dias contr\u00f4l\u00e9s sont particuli\u00e8rement pr\u00e9occupantes dans la mesure o\u00f9 les organisations civiles non gouvernementales sp\u00e9cialis\u00e9es dans l’observation des \u00e9lections sont pr\u00e9sent\u00e9es comme des entit\u00e9s ill\u00e9gales dont les activit\u00e9s sont dirig\u00e9es contre les int\u00e9r\u00eats de l’\u00c9tat azerba\u00efdjanais. \nAZEX est pr\u00e9occup\u00e9 par l’\u00e9valuation pr\u00e9liminaire insuffisamment critique de la situation pr\u00e9\u00e9lectorale et consid\u00e8re le rapport pr\u00e9liminaire de l’OSCE\/BIDDH comme une option de compromis qui n’irriterait pas les autorit\u00e9s.
\nAZEX est \u00e9galement pr\u00e9occup\u00e9 par l’absence de r\u00e9action appropri\u00e9e de la mission d’observation de l’OSCE \u00e0 l’expulsion effective du pays d’un parlementaire suisse accr\u00e9dit\u00e9 par la Commission \u00e9lectorale centrale d’Azerba\u00efdjan en tant qu’observateur de courte dur\u00e9e de l’OSCE.
\nBien que Nik Gugger soit accr\u00e9dit\u00e9 et nomm\u00e9 par le D\u00e9partement f\u00e9d\u00e9ral des affaires \u00e9trang\u00e8res, il a \u00e9t\u00e9 expuls\u00e9 de mani\u00e8re d\u00e9monstrative sous pr\u00e9texte d’\u00eatre membre de l’Assembl\u00e9e parlementaire du Conseil de l’Europe.
\n\u00ab Les actions ci-dessus constituent le v\u00e9ritable arbitraire politique des autorit\u00e9s azerba\u00efdjanaises, elles d\u00e9fient l’Assembl\u00e9e parlementaire du Conseil de l’Europe en r\u00e9ponse \u00e0 la juste suspension des pouvoirs de la d\u00e9l\u00e9gation azerba\u00efdjanaise aupr\u00e8s de l’APCE, \u00e0 partir du 24 janvier 2024, pour violations syst\u00e9matiques des droits de l’homme et le m\u00e9pris du pays \u00e0 l’\u00e9gard de ses obligations envers le Conseil de l’Europe \u00bb, a d\u00e9clar\u00e9 le copr\u00e9sident de l’AZEX, Emin Huseynov.
\n\u00ab Bien que l’Assembl\u00e9e parlementaire du Conseil de l’Europe soit priv\u00e9e du droit l\u00e9gal d’observer les \u00e9lections dans un pays membre du Conseil de l’Europe, comme l’Azerba\u00efdjan, l’APCE devrait condamner publiquement les actions des autorit\u00e9s concernant l’expulsion du parlementaire suisse Nik Gugger du pays, ainsi que les r\u00e9pressions lanc\u00e9es par les autorit\u00e9s contre la soci\u00e9t\u00e9 civile \u00bb, a conclu monsieur Huseynov.
