Authorities in Kyrgyzstan have detained four individuals affiliated with Kloop<\/em>, an independent media outlet renowned for its investigations into high-level corruption. The arrests follow a broader pattern of repression against journalists exposing abuse of power.<\/p>\n\n\n\n

Journalists Arrested Without Explanation or Legal Access<\/strong><\/h3>\n\n\n\n

On May, officers from the State Committee for National Security (GKNB) raided the home of journalist Zyyagul Bolot kyzy<\/strong> in Osh and detained her. In Bishkek, cameraman Aleksandr Aleksandrov<\/strong> was also arrested. Later that same day, journalist Aiday Erkebaeva<\/strong> and former Kloop staff member Zara Sydygalieva<\/strong> (who left the outlet in 2023) were detained as well.<\/p>\n\n\n\n

Authorities have not disclosed the reasons for the arrests. Lawyers have been denied access to the detainees.<\/p>\n\n\n\n

Legal Repression of Independent Media<\/strong><\/h3>\n\n\n\n

In February 2024, a Kyrgyz court ordered the liquidation of Kloop<\/em>, accusing it of disseminating false information that “undermines trust in government institutions.” The ruling bizarrely claimed that the outlet\u2019s reporting triggered \u201csexual abnormalities\u201d and \u201csuicidal tendencies\u201d among the population.<\/p>\n\n\n\n

The case was not isolated. Just a month prior, in January 2024, eleven journalists from Temirov Live<\/em>, another anti-corruption platform, were arrested. Among them were former staff. Director Makhabat Tazhibek kyzy<\/strong> was sentenced to six years in prison, while journalist Azamat Ishenbekov<\/strong> received five. They were charged with inciting unrest and disobeying officials based on video content that authorities claimed promoted violence. International human rights groups maintain that the real cause of the prosecutions was their reporting on corruption.<\/p>\n\n\n\n

In April 2025, President Sadyr Japarov<\/strong> pardoned Ishenbekov. Tazhibek kyzy remains incarcerated despite widespread calls for her release.<\/p>\n\n\n\n

In the report “Clans, Corruption and Contraband on the Silk Road”<\/em>, Kloop<\/em>, in collaboration with OCCRP<\/em> and Radio Azattyk<\/em>, uncovered how senior customs officials and organized crime figures siphoned hundreds of millions of dollars out of Kyrgyzstan. At the center was Raimbek Matraimov<\/strong>, former deputy head of the State Customs Service, who facilitated smuggling operations for a shadowy Chinese family and reaped enormous profits.<\/p>\n\n\n\n

The investigation revealed that over $700 million<\/strong> was illegally funneled abroad through customs fraud. It triggered nationwide protests demanding justice and an end to entrenched corruption.<\/p>\n\n\n\n

The Secret Release of Crime Boss Aziz Batukaev<\/strong><\/h3>\n\n\n\n

Kloop<\/em> also reported extensively on the 2013 early release of Aziz Batukaev<\/strong>, a Chechen-born crime lord serving time for drug possession, illegal arms, and participation in riots. Authorities claimed Batukaev was terminally ill with leukemia, but he immediately flew to Chechnya by private jet. Later investigations showed the medical diagnosis had been fabricated.<\/p>\n\n\n\n

Vote-Buying and Electoral Manipulation<\/strong><\/h3>\n\n\n\n

Kloop<\/em> has also run a series of investigations into electoral fraud. Reports documented cases of vote-buying, abuse of government resources, and digital manipulation.<\/p>\n\n\n\n

In one piece, Kloop<\/em> and Swedish digital forensic firm Qurium<\/em> revealed that a government server hosted the website samara.kg<\/em>, used to coordinate campaign activity for a pro-government candidate. Other articles traced the operations of troll factories used to sway public opinion during the 2020 parliamentary elections, including by the Mekenim Kyrgyzstan<\/strong> party.<\/p>\n\n\n\n
