It is said in the changes that foreigners who have the right to live permanently in the country and people without citizenship can be founders of non-governmental organizations in Azerbaijan.<\/p>\n<p>According to &ldquo;AzerTAc&rdquo; information agency, relevant changes and amendments were also made to the Civilian Code of Azerbaijan regarding this.
