OGTAY GULALIYEV FACES ABUSE AT POLICE OFFICE IN SABIRABAD

Kur Civil Society Organization coordinator Ogtay Gulaliyev has faced police abuse at Sabirabad Regional Police Office, reported Turan Information Agency director and Kur Civil Society Organization member Mehman Aliyev, at a press conference yesterday.

Gulaliyev was detained by police on April 8 and sentenced to 12 days in jail today. Aliyev was informed about by Gulaliyev’s lawyer Intigam Aliyev.

Gulaliyev has been charged with ‘swearing in a public place’ under article 296 of the Code of Administrative Offences (minor hooliganism).

According to Mehman Aliyev, Intigam Aliyev had reported that before the trial, Gulaliyev called Intigam Aliyev and said that he had been beaten up by the deputy police chief and seven other police officers. “They hit Ogtay’s head, stomach and the lower part of his body. He complains of dizziness and severe pains in his stomach. According to our information, an ambulance was called to the police office in Sabiraba. But we do not know why and for whom it was called,” said Mehman Aliyev.

 Another Kur Civil Society Organization member, the head of Care for Older Intellectuals NGO Nasrulla Nasrullayev, said that he was with Gulaliyev at the time of his arrest.

 ‘We were summoned to the police office in Garaguna village when we were in Minbsahi village in Sabirabad. We were talking to the police chief when a man in civilian clothing entered and began to insult Ogtay Gulaliyev. He said that four men will be testifying against him and have him arrested. Then we were taken to Sabirabad Region Police Office.  I managed to escape during some confusion and made it to Baku at 1am, by train,” said Nurullayev, and added that he believes Gulaliyev was arrested on the orders of local executive structures.

At the end of the event, the attendees passed a decision to expand the operation of Kur Civil Society Organization and to appeal to Ombudsman in regard to the abuse of Gulaliyev.
