The court upheld the complaint of Aynur Bagirova, a resident of Ganja, concerning the killing of her brother, Anar Bagirov, who was wanted during an operation conducted by the State Security Service in Baku in July 2018. She believed her brother was deliberately killed by security forces.
The court found a violation of Article 2 (right to life) of the European Convention and ordered the state to pay Bagirova €30,000 in moral compensation and an additional €2,000 for legal costs.
The court also upheld the complaint of Eldar Hasanov, a former Attorney General and ex-Ambassador of Azerbaijan to Serbia, who was imprisoned for economic crimes. His complaint concerned his pretrial detention and the lack of adequate medical care. The court found violations of Hasanov’s rights under Article 3 (prohibition of torture and inhuman treatment) and Article 5.3 (right to liberty and security) of the European Convention, ordering the state to pay him €6,000 for moral damages and €3,224 for legal expenses.
