IRFS representative Rasul Jafarov sent an appeal to the Human Rights Commissioner (Ombudsperson) of Azerbaijan, Elmira Suleymanova.
The appeal provides information about the suffering of Pusyan resident Chapay Alisoy and his family. It records that a small shop and some small adjacent buildings in Alisoy's yard were destroyed on December 10, without any authorisation. The shop had been registered with the relevant official bodies. The operation was led by Police Department Head and several police officers. Chapay Alisoy and his sister Rakhshanda Tagiyeva, who protested against the destruction, were assaulted by officers. Alisoy's sister Gulara Aliyev is suffering from shock as a result of the incident. Although all three require urgent medical attention, they have been unable to access it.
IRFS requests the Ombudsperson to provide the injured with medical aid, to assist in establishing the necessary living conditions for Aliyev's family, and to liaise with the Nakhchivan AR Ombudsperson.
