OMBUDSMAN ADMINISTRATION INVESTIGATES APPEAL OF IRFS

Yesterday, 10 February, Gadabay region resident Sariyeva Elminaz Eldar gizi told the Institute for Reporters` Freedom and Safety that she was subjected to police pressure and was arrested when she wanted to present a complaint letter to the Presidential Administration. IRFS Chairman Emin Huseynov appealed to Azerbaijan Republic Commissioner on Human Rights Elmira Suleymanova regarding this issue.

Yesterday, at the end of the day, the Ombudsman Administration informed IRFS that the appeal was being investigated. The Ombudsman Administration employees went to the Police Department immediately to investigate this issue.

E.Sariyeva said that she did not face pressure while she was held in the police department. No injuries were revealed in her body, only one of her fingers on her left hand was swollen.

During the familiarization with the documents it was identified that on 4 December, 2009, the Gadabay district Police Department adopted a decision regarding E.Sariyeva under article 221 of the Criminal Code and a search warrant was issued for her. She was detained for making noise in public and was brought to Police Station #9. No violation was registered during the familiarization with the documents affirming the legality of her detention, according to the information.

In addition, an appeal was addressed to the Internal Affairs Ministry to investigate her account about being subjected to physical pressure when she was detained. Today, 11 February, Elminaz Sariyeva told IRFS that she surrendered to Gadabay District Police Department employees. The Gadabay District Police Station received a written account from her that she would not leave the region and then she was freed.
