Protection of Freedom and Peace International Law Organization Chairman Matlab Mutallimli said that he regrets there is no independent medical examination in Azerbaijan. He noted that major law violations are always registered by experts in the monopoly of the government, and the lack of independent medical examination leaves citizens in doubt for their credibility. M.Mutallimli stressed that he believes the biggest human rights violation begins with the failure to provide accurate examination results. As an example he recalled the case of imprisoned Editor-in-chief of Gundelik Azerbaijan and Realniy Azerbaijan Newspapers, Eynulla Fatullayev, when drug substance was found in his blood in December, and noted that there was partiality in the examination results regarding this case.
Independent experts Namizad Safarov, Ilgar Altay and lawyer Bayram Sadigov talked about the importance of creating an independent examination institute, adding that this should be done within the framework of the legislation. The participants stressed that expert opinion is believed to be considered as fact in criminal cases and that independent examination should be secured to make expert opinion open to society and journalists.
