Baku does not comply with ECHR decision in the case of Elchin Hasanzade

The Azerbaijani authorities do not comply with the decision of the European Court of Human Rights (ECHR) regarding the convicted activist Elchin Hasanzade. Three months have passed since the ECtHR’s decision, however, compensation has not been paid to Elchin, his relatives said.

In April of this year, the ECHR ruled to pay Hasanzade compensation of 7,500 euros, recognizing a violation of his rights under Article 3 (prohibition of torture and inhuman treatment) of the European Convention on Human Rights.

On December 14, 2008, Hasanov was detained while covering a protest action. At the police station, he was subjected to mental and physical pressure.

On March 2 this year, the Sheki Court of Appeal sentenced Elchin Hasanzade and blogger Ibrahim Turksoy to 8 months in prison on charges of libel and insult. The lawsuit was filed by an official of the Mingachevir city administration Shahriyar Mustafayev.

Both convicts were recognized as political prisoners by human rights activists. In prison, Hasanzade’s health condition has deteriorated sharply and he is now in the hospital of the Penitentiary Service.
