On 6 January, the Center for Election Monitoring and Democracy Education (CEMDE) Executive Director Bashir Suleymanli sent a refutation letter to ANS Independent Broadcasting and Media Company President Vahid Mustafayev. During “Khabarchi” information program on 24 December 2009, ANS TV broadcasted reportage from press conference conducted by the Center for Election Monitoring and Democracy Education regarding the conclusions of its monitoring during the Municipality Elections.
During the broadcast the newscaster said that it was noted in the initial statement of CEMDE that pressure against the voters was not allegedly used during the run-up for the elections and the Election Day on 23 December 2009.
According to the letter addressed to ANS, in its statement disseminated on 24 December 2009, the CEMDE unveiled law violation cases observed during the municipality elections and no free, democratic, and fair elections were conducted on 23 December 2009.
