JUDGE DOES NOT LET IRFS EMPLOYEES IN INVESTIGATIVE DETENTION CENTER

Today, 25 February, in the Sabail District Court, under the chairmanship of Judge Elnur Hasanov, a hearing was held on the lawsuit of "Mukhalifat" Newspaper Editor-in-Chief Rovshan Kabirli and the newspaper's Department Editor Yashar Agazade against the Ministry of Justice, Ministry of Justice's Penitentiary Services and Penitentiary Services' Investigative Detention Center #1.

Kabirli and Aagazade are seeking to have prison conditions there were kept in deemed unsatisfactory.
Due to the motion filed during the last hearing, today’s hearing was held in the Investigative Detention Center. Y. Agazade told the Institute for Reporters’ Freedom and Safety that during the monitoring they found out that the cells #35 and 37, in which they were held, have been repaired and they have been furnished with new bed sets.
IRFS employees appealed to participate in the monitoring conducted on Bayil Prison #1. However, citing from article 79 of the Civil Procedural Code of Azerbaijan Republic, Judge E. Hasanov stated that only the parties are allowed take part in the monitoring.
During the last hearing, R. Kabirli and Yashar Agazade put forth a motion asking the court to conduct a monitoring in the Detention Center #1 (Bayil Prison), to study the number of people held there, to take pictures of detention cells and size and scheme of the cells.
