On 16 February, in the Sabail District Court, under the chairmanship of Judge Elnur Hasanov, a hearing was held on the lawsuit of "Mukhalifat" Newspaper Editor-in-Chief Rovshan Kabirli and the newspaper's Department Editor Yashar Agazade against the Ministry of Justice, Ministry of Justice's Penitentiary Services and Penitentiary Services' Investigative Detention Center #1 to "consider detention conditions unfounded".
During the hearing the plaintiffs put forth a motion asking the court to conduct monitoring in the Detention Center #1 (Bayil Prison), to study the number of people held there, to take pictures of detention cells and size and scheme of the cells. Judge E.Hasanov fulfilled the motion and said that on 25 February a monitoring will be conducted on the Detention Center #1.
In 2007 "Mukhalifat" Newspaper Editor-in-chief Rovshan Kabirli and the newspaper's Department Editor Yashar Agazade had been held in the Detention Center for five months due to a lawsuit filed against them by J. Aliyev, incumbent president Ilham Aliyev’s uncle.
