Persons who organized the hacking attacks left messages that the attacks are revenge against pressures used against religious groups and the banning of the hijab in Azerbaijani schools. The attacks first targetted the websites of the Ministry of Internal Affairs, Information Calculation Center of the Ministry of Information and Communication Technologies, and the New Azerbaijan Party. Then the websites of the State Customs Committee, Ministry of Education, were attacked as well.

Hackers targeted the edu.gov.az and vet.edu.gov.az websites owned by the Ministry of Education and posted quotations from the imprisoned chairman of the Azerbaijan Islamic Party, Movsum Samadov. The Trend Information Agency website was also targeted, aas was faktxeber.az, cssn.gov.az (the website of the State Support Council to NGOS under the President) as well as absheron.gov.az owned by Absheron Regional Executive Power were destroyed.
