The Institute for Reporters' Freedom and Safety (IRFS) has appealed to President Ilham Aliyev, the Minister of Culture and Tourism Abulfaz Garayev, and Heads of Baku and Sabail District Executive Administrations to erect a monument in memory of slain "Monitor" Journal Editor-in-chief Elmar Huseynov in “Sahil” Park where repair work is being done.
The appeals to President Ilham Aliyev and Head of Baku Executive Administration Hajibala Abutalibov have not been responded to even though they were sent on 23 February.
Responses have come from the Ministry of Culture and Tourism and Sabail District Executive Administration. In both responses it is noted that these organs do not have the authority make decision on this matter.
